New roadside services proposed on A90 between Dundee and Perth could bring 200 jobs

Plans have been submitted for a major new roadside services development on the A90 between Dundee and Perth, raising the prospect of motorway-style facilities on one of eastern Scotland’s busiest routes.
The proposal focuses on land near Errol, just off the Inchmichael Junction, and would include a mix of restaurants, a hotel and facilities aimed at supporting both everyday drivers and HGV operators.
Although the A90 is not a motorway, the scale of the plans mirrors the type of service hubs more commonly seen on England’s motorway network.
Developers Horn Developments Ltd say the project represents a £20 million investment and could create around 200 jobs if approved.
The plans include three restaurants, a 60-bed hotel, dedicated HGV parking and driver facilities, alongside a petrol station, shop and car wash.
An electric vehicle charging hub also forms part of the proposal, reflecting the growing shift towards low-emission travel along key routes linking Dundee, Perth and the wider east of Scotland.
The site would be powered in part by a solar array, with extensive landscaping and new access roads planned.
The location sits close to the well-known Horn Milk Bar and already has a history of approved planning consents for a café or restaurant and fuel station.
Developers say the new proposals build on those earlier approvals while significantly expanding what is offered at the site.
According to the developer, the services could reduce the need for drivers to leave the A90 and travel into nearby villages such as Errol or The Grange, an issue that has previously raised concerns among local residents.
By keeping traffic on the trunk road, the development aims to ease pressure on local roads.
If given the green light by Perth and Kinross Council, the development could strengthen the A90 corridor between Dundee and Perth, offering new jobs, improved travel facilities and a modern stop-off point for commuters, tourists and freight drivers alike.
