Dundee’s Bell Street Hub is set to reopen to the public after a multi-million pound refurbishment that has transformed the site into a modern transport facility.
The first phase of the project will be accessible from Monday December 8, giving drivers and city centre visitors a refreshed place to park during one of the busiest times of the year.
The redevelopment follows funding of £14.4 million from the UK Government’s Levelling Up Fund and £1.6 million from Transport Scotland’s Active Travel Infrastructure Fund.

The investment has supported a wide range of upgrades, including new EV chargers, a solar panel roof array, battery storage, updated mechanical and electrical systems, and new feature cladding.
Council leader Cllr Mark Flynn said he was pleased to see the car park back in action. He described the hub as a key part of Dundee’s future vision for green travel, while still providing a vital car parking space for shoppers, commuters and visitors.
Cllr Steven Rome, convener for City Growth and Infrastructure, added that the facility aims to help reshape travel habits in the years ahead.

The upgraded car park spans four levels and includes EV charging bays, accessible spaces and standard parking areas.
Drivers will now enter via the westbound North Marketgait, as the old underpass off Dudhope Crescent Road will be reserved for pedestrians and cyclists once it reopens in spring.
Construction work was carried out by McLaughlin & Harvey, who said they were proud to help re-purpose the site into a 21st century sustainable transport hub.
The wider area around Bell Street will also see improvements, with new landscaping and active travel links forming part of future development plans.

Additional parts of the Bell Street Hub, including a new green travel facility to be run by Angus Cycle Hub CIC, will open in spring 2026.
UK Roads and Buses Minister Simon Lightwood welcomed the completion of the first phase, saying the investment will support Dundee’s city centre and provide sustainable transport choices for years to come.
